Men charged over car rebirthing deaths

Four men have been charged following the discovery of several bodies in a barn at an industrial estate in the north of Dorset.

Two men aged 37 and 39, have been charged with three counts of affray and one count of supplying weapons to a person under 21.

There were seven body bags involved in the investigation into the case.

'Extremely sad event'

Police said forensic tests on the site showed the bodies were not victims of foul play.

Chief Superintendent Alistair Mitchell said: "We will now take our investigation to the ground with everyone who witnessed, helped or caused this to happen and we have spoken to many people in this community."

One of the men, who has not been named, told The Sun newspaper: "I'm an ex-military man, it's my thing. I'm not sure why they put it up for sale but if I had my chance I would put it up for sale again."

Det Con Tom Jones said police were "extremely sad" for the victims' families.

He said officers had "a number of officers who worked for our homicide unit", but had not "the resources, the time, the resources or the expertise" to "examine it" and to "find out what's really going on".

Det Supt Jones added: "The police are not satisfied with where this leads us but hope we can reach out and engage with the community to try and find those that did this."

A spokesman for the Hampshire and Mersey Estates Police said the number of inquiries could increase on Thursday afternoon.

'Disgusting, shocking'

The incident happened at around 08:35 GMT on Wednesday - three days after the body of 19-year-old Joanne Lee Dickson, from Teesside, was found in a field at Camberwell.

Her family had previously made an appeal for the public to come forward.

The former schoolgirl was last seen on 26 October when she arrived at a property off Larkwood Road, Evington, with a partner, but was not seen again the next day.

She died of a suspected broken back in the shed, while her body was found by the car she was staying in.

Tougher drug laws not the answer to ice epidemic

Bethany Koop, of Seattle. It's tough to say what effect all the legalization of pot could have on the problem, says criminologist Gary S. Friedman.

"Some studies indicate it may help some crack addicts get on better. But I don't know for sure," Friedman says.

Saying the drug has a strong association with other crime also doesn't support the argument that legalizing drugs will reduce crime.

"This seems to me to be a case where this is an economic argument that you want to make," Friedman says.

But Friedman says legalization has other negative consequences. It makes it difficult for police and prosecutors to identify and prosecute those doing the real crime -- people who sell or supply the drug. And there's less evidence, especially in recent decades, that legalization lowers the number of crack users and dealers.

Friedman says it may not be helpful to focus on public safety when it comes to pot-related deaths and violence. "One of the most obvious reasons is how it may get you in trouble, so you want to be really careful on how you interact with this," he says.

But if you want to cut down on crack use, that might not be the answer.

Dealing with crime

It's difficult to separate out individual factors from a larger trend, such as changing social expectations, changes in crime rates and economic and racial conditions, and the way laws change around the country.

Many police departments now work directly with social service agencies to reduce the likelihood of someone using marijuana. Some of those programs are more restrictive than others, because they require a high school diploma, a job and an income that cannot support the operation of a business.

Police also have new rules and guidelines. And a new federal law, known as Cole Memorandum 1, prohibits certain "tobacco-related drug activity, including marijuana." That leaves marijuana at the "least" of those factors when it comes to making it illegal in some places, according to the law.

In June 2007, the U.S. Supreme Court declined to take up the question whether the ban on smoking marijuana in public places is constitutional. In an unusual and divided decision, however, the high court agreed to review a ruling by the Drug Enforcement Administration.

In that case, the court said the ban could be held unconstitutional even in areas like California, when those same laws already criminalized marijuana use. The Supreme Court later declined to take up the matter.

In Seattle, police now deal with more than 10,000 complaints annually about marijuana -- more than any other criminal, medical or property crime.
