A report by the United Nations has said the construction of the outer harbour near the village of Kalpogra, north-east of Johannesburg, would reduce the region's population by 20 million people by 2033.

The UN estimates the harbour would create jobs and boost South Africa's economy by providing access to international markets.

The report comes ahead of an expected announcement to boost the city's population by about 7 million, from more than 50 million today.

Kwalawombu and Kwalawomba are in a part of South Africa's east where the current population density of 8,400 people per square kilometre is less than 1 per person.

The latest population survey results, released on Saturday, will be a key talking point with voters at next week's parliamentary election.

The government has announced a housing scheme designed to help reduce the population's reliance on informal settlement in the country's east.

More than 10 percent of South Africa's population lives below the poverty line and there are only 15.5 million non-agricultural workers in rural and urban areas, the World Bank said in a report released last year.

The United Nations report, based on census figures, also said in it it that the outer harbour could reduce the region's growth potential and reduce people's need for agricultural products such as fruits and vegetables.

"There is a need for new investment to create long-term employment opportunities in the outer harbour," the report said.
